Refinery will NOT cost 4 BILLION Dinars.
Conclusion :At least 2 BILLION ROBBED under the cover of “Al-Zour Refinery”

Note from Я.: Refinery costs are dependent on how much it’s maximum output capacity in barrels per day (BPD). Approximately $1,000 – $5,000 per barrel as a benchmark cost. The Al-Zour Refinery is slated to output a whopping 615,000 BPD at full capacity. Let’s estimate it at $5,000 barrels per day, so 615,000 multiplied by $5,000 would put the refinery’s estimated cost at ONLY (Sarcasm drips) $3,075,000,000 (817,396,500 KWD). Give or take the special specifications to be added like souring services. The refinery’s TOTAL cost should not hit the 1 billion Kuwaiti Dinars mark. So how come 4 billion KWD is approved for it? Gold-plated toilets?

I wouldn’t want to discuss the details, as it seems that you know what you’re talking about. But would labor costs, salaries, project Management fees, travel & accommodation, licenses, import duties, provision funds, etc. add to the total of 4Bln?
The Aggressor : what you have mentioned above is not included in the 4Bln.
KNPC will NOT bring labor & equipment. Accommodation is contractor’s issue. also salaries.
PMC (project management companies) will not cost that much. maybe some 25-45 million?

I had a discussion with some of the people at work about this. Even with the rising costs of steel, cement and such…it’s quite a stretch to hit the 4 bln mark. Unless it’s some super-refinery of sorts.
